Location:   Fredericksburg, VA
Salary Range:  $80,000-$95,000 DOE
Period of Performance : March 1- May 17 2025 (11 weeks) 

Project Solutions Inc. is seeking an experienced Construction Management Representative for an exciting opportunity at Fredericksburg and Spotsylvania National Military Park and Cemetery in Fredericksburg, Virginia.

Project/Position Overview:

This position oversees quality assurance for a pavement preservation project at Fredericksburg and Spotsylvania National Military Park and Cemetery. The project involved preparing road and parking lot surfaces by sealing cracks and patching holes before applying a chip seal/micro surfacing treatment. Parking areas will be restriped. A 3/4-inch to 1-inch pavement overlay will be applied to all paved roads and parking lots to preserve the existing pavement. Following the overlay, all roads, parking lots, crosswalks, and existing striping will be remarked.

Responsibilities and Duties:
  • Overseeing quality assurance of pavement preservation work including chip seal, asphalt paving, earthwork, storm drainage, and other heavy civil construction.
  • Provide technical assistance and support to CO during construction. 
  • Read, interpret and understand the construction contract plans and specifications
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Document issues encountered and problems experienced with the construction contractor. 
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review.
  • Understand and document inspections during and post construction as well as mock-up inspections
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
Required Education, Knowledge and Skills:
  • Minimum of 5 years’ experience with the three phases of onsite control 
  • Completion of a state approved training or certification program concerning erosion prevention and sedimentation control with respect to construction stormwater discharges as regulated by NPDES. Professional civil engineer/landscape architecture licensure can substitute for this requirement. 
  • American Traffic Safety Services Association (ATTSA) issued (or State DOT approved equivalent) Traffic Control Supervisor certification or professional engineer’s license in civil engineering.
  • Paving and construction practices including sampling and testing requirements as identified in the attached plans and specification. Relevant certifications with mix designs, inspections of, and testing of asphalt pavement preferred
  • Minimum of OSHA 30-hour construction safety training preferred.
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to evaluate payment requests
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized
  • Ability to maintain a valid driver's license.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance.
  • Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
